California's 9th congressional district covers a significant portion of the East Bay portion of the San Francisco Bay Area. It includes the cities of Oakland and Berkeley, among others. The district has been represented in the United States House of Representatives by Barbara Lee since 1998. Prior to Lee, the 9th District had been represented by Ron Dellums since 1971. The district is highly racially diverse and heavily left-leaning, typically voting for Democratic candidates. The district has a Cook Partisan Voting Index score of D+38, making it California's most partisan and most Democratic district in 2000-2004.

John Kerry received 86% of the vote in this district in 2004; George W. Bush received 13%.[1] The district voted for Phil Angelides 67-24% in 2006,[2] Dianne Feinstein 81-8% in 2006,[3] Barbara Boxer 84-11% in 2004,[4] keeping Gray Davis 82-18%[5] and Cruz Bustamante 67-13%[6] in 2003, and Davis 68-13% in 2002.[7]
