California's 51st congressional district is currently represented in the United States House of Representatives by Democrat Bob Filner.

In the 1980s, California's 44th congressional district was one of four that divided San Diego, California. The district had been held for eight years by Democrat Jim Bates, and was considered the most Democratic district in the San Diego area. Randy "Duke" Cunningham won the Republican nomination and won the general election by just a point, meaning that the San Diego area was represented entirely by Republicans for only the second time since the city was split into three districts after the 1960 census.
After the 1990 census, the district was renumbered the 51st district, and much of its share of San Diego was moved to the new 50th district.
The district also all of California's Imperial County.

John Kerry received 53% of the vote in this district in 2004; George W. Bush received 46%.[1] The district voted for Arnold Schwarzenegger 52-43% in 2006,[2] Dianne Feinstein 63-32% in 2006,[3] Barbara Boxer 61-34% in 2004,[4] recalling Gray Davis 60-40%[5] and Schwarzenegger 49-36%[6] in 2003, and Davis 54-40% in 2002.[7]
