The Tenth Congressional District of California is located in the East Bay region of Northern California. This once compact and politically balanced district received national attention when Democrat Ellen Tauscher defeated incumbent Republican Representative Bill Baker in 1996. In the 2002 redistricting, all seats were made safe[1] for the parties of incumbent officeholders. The district boundaries were extended to include parts of Solano County, eastern Contra Costa county, and El Cerrito in western Contra Costa county. Although much of the suburban Tri-Valley region was lost to the 11th congressional district, the city of Livermore remained in the 10th at Tauscher's request (as a member of the U.S. House Committee on Energy and Commerce, she has some oversight responsibilities over the Department of Energy, and hence indirectly of Lawrence Livermore National Laboratory).

John Kerry received 58% of the vote in this district in 2004; George W. Bush received 40%.[2] The district voted for Arnold Schwarzenegger 56-39% in 2006,[3] Dianne Feinstein 66-30% in 2006,[4] Barbara Boxer 60-37% in 2004,[5] keeping Gray Davis 53-47%[6] and Arnold Schwarzenegger 42-35%[7] in 2003, and Davis 50-39% in 2002.[8]
