The small, independent country of Monaco has participated in the Eurovision Song Contest since 1959. The country's first and only win in the competition came in 1971, when Séverine performed "Un Banc Un Arbre, Une Rue". In 1972 Monaco was expected to host the contest, but declined. It remains the only country that has won the contest once, but never hosted it.
From 1980 to 2003 Monaco did not take part in the contest. In 2004, 2005 and 2006 however, Monaco did not qualify for the final. In 2004 Monaco's televoting results were declared invalid as the amount of voters was under the required threshold. After that the results of a jury has been always used instead of televoting. Monaco did not take part to the contest in 2007, explaining its withdrawal by saying that the regional voting patterns of the Contest have effectively given the country no chance of final qualification, and although TMC broadcast the contest, opening the doors to a 2008 participation, Monaco did not participate.[1]
