The Borough covers much of the semi-urban area between the cities of Southampton and Portsmouth, and is part of the South Hampshire conurbation, with many residents commuting to the two cities for employment.

The Borough Council is Conservative controlled. Following the elections on 1 May 2008, of the 31 Councillors, 22 are Conservative and 9 Liberal Democrat, representing 15 wards. The Labour Party holds no seats on the Council, having lost its last Councillors in 2002. [1] The mayor of the Borough, currently Conservative Councillor Ernest Crouch, is elected each year by his or her fellow councillors and is the Civic Head of the Borough.[2] There is also a Deputy Mayor.[2] The Executive Leader of the Council is Councillor Seán Woodward; he is the Political Head of the Borough and has served in that role since the Conservative Party took control of the Council in 1999.

[edit] Boundaries

The present boundaries date from 1932 when the parishes of Crofton, Hook with Warsash, Portchester, Sarisbury and Titchfield, all previously part of the Fareham Rural District were added to Fareham urban district.[4]

The western boundary of the borough, with the borough of Eastleigh, is the River Hamble. To the north is the district of the City of Winchester, to the East is the City of Portsmouth (a unitary authority) and to the south is the district of Gosport. The southwest and southeast edges of the borough are both part of the British coastline, bordering the Solent.
