For what it's worth, I looked into it, and this IP is registered to a .net.au domain, not a .edu.au domain. So please make sure you provide supporting info if you intend to attribute this IP address to a school.

How about you guys grow a brain and realise as soon as the block on this IP is lifted, people using school computers will spam WP again. Notice the message at the top clearly stating that this is an IP shared by users of "an educational institution", in this case the Department of Education and Training. The IP is used with the Proxy proxy.det.nsw.edu.au on Port 8080. The IP is used across the entire State of New South Wales in Australia. If you want to Create an Account, it is far easier to just do it from home. You should still be able to log into it at school, as long as the IP isn't blocked from logging in by Wikipedia.
