[edit] "Murderer"?

How the heck does an Education Minister get politically accused of being a "murderer"? (See Mercaz HaRav massacre; that article has the incident I'm talking about.) Isn't an education minister supposed to regulate, well, education? Isn't security the job of someone specializing in security or something?
