Texas District 3 of the United States House of Representatives is a Congressional district that serves an area north and northeast of Dallas. It encompasses a large portion of Collin County including McKinney, Plano and parts of Dallas County including parts of Richardson, Garland and Dallas. As of the 2000 census, District 3 represents 651,620 people who are predominantly Caucasian (76.7%) and middle-to-upper-class (median family income is US$74,314, compared to $50,046 nationwide). The current Representative from District 3 is Sam Johnson and has been since 1991.

Incumbent Sam Johnson (R-Plano) faced Dan Dodd, Democrat from McKinney and Libertarian Christopher J. Claytor in the general election. This district is dominated by the Republican stronghold of Collin County, as well as Garland, another large Dallas suburb.
