There was an issue of Justice League International where Sonar crossed paths with the JLI and managed to escape. When questioned about it the members said "Well, his tuning fork gun was too powerful.." to be interrupted by a BWAH-HA-HA.

Later a tabloid reporter won a number of superweapons in a poker game, including Sonar's technology and become a briefly unstoppable force before the villains arrived to reclaim their weaponry. If I had my issues handy I'd look them up. I hope somebody else can fill in this gap in Sonar's history.
