Declined Insufficient reason to confirm the user's IP address, and nothing else to do here. Obvious use of the IP to avoid 3RR may be treated as such without checkuser confirmation. Thatcher 23:34, 12 March 2008 (UTC)

I'd like to request a revision of that; if this is indeed a sock than it has been used to cheat 3rr and bait other users into breaking it, among other things. Most likely all these users live in Vilnius (pop. 0.5 mil.) and many of reverts are related to the name of the city they probably live in (they changed "Vilna region" to "Vilnius region"). Most inhabitants of Vilnius use the name Vilnius, not Vilna, and sock/meatpuppeting is a very unlikely cause of edits.
