Route 28 is a state highway in New Jersey, United States that stretches for 26.63 miles (42.86 kilometers). Its western terminus is at U.S. Route 22 in Bridgewater Township, and in fact is on an old alignment for US 22. Its eastern terminus is at Route 27 (Cherry Street) in Elizabeth. The road begins at U.S. Route 22 in Bridgewater, New Jersey as a divided roadway. After crossing a stream in Bridgewater, the roads merge together and become one highway in the borough of Raritan. At a traffic circle in Raritan, Route 28 meets up with U.S. Routes 202 and 206. Route 28 crosses many 500-series county roads in the order of 567, 525, 527, 529, 531 and 509. New Jersey Route 28 ends in Elizabeth, New Jersey at Route 27 and Chilton Street, 26.44 miles from its western terminus. The highest speed limit on Route 28 is 45 mph (70 km/h) in Bridgewater, Raritan, Somerville and Bound Brook. The lowest speed limit is 25 mph (30 km/h) in Westfield and Cranford, not including 25 mph School Zones in Bridgewater, Bound Brook, and Middlesex Borough. .[2]

New Jersey Route 28 begins off of U.S. Route 22 in Bridgewater Township.[1] The first major intersection in Bridgewater is for U.S. Route 22. At .17 miles, Route 28 crosses a stream and the two directions merge together. At 1.05 miles, Route 28 crosses into Raritan Borough and at 1.56 miles, 28 crosses County Route 567. At 2.25 miles, Route 28 enters a traffic circle with U.S. Route 202 and U.S. Route 206. Soon after the circle, Route 28 enters Somerville. At 6.57 miles, Route 28 crosses over Interstate 287 and enters Bound Brook. At seven miles, County Route 525 crosses Route 28, and CR 527 crosses soon after.
In Dunellen, County Route 529, also known as Washington Avenue, crosses Route 28 downtown. Three miles from CR 529, County Route 531 crosses in Plainfield. At a traffic light in Cranford, New Jersey Route 59 leaves to the right. After a period of county roads and local roads, Route 28 intersects with Route 439 in Elizabeth. Soon after 439, Route 28 ends at an intersection with New Jersey Route 27 and Chilton Street.

Route 28 was established in the 1927 New Jersey state highway renumbering by New Jersey. The original Route 28 went from Clifton, New Jersey to Phillipsburg, near the Pennsylvania state border.[3] Route 28 was formerly part of U.S. Route 22, which was formerly NJ Route 9 prior to 1927.
