[edit] The MSC Malaysia Flagship Applications
The MSC Malaysia Flagship Applications consists five type of applications:
[edit] Electronic Government
The Electronic Government initiative was launched to lead the country into the Information Age. It will improve both how the government operates internally as well as how it delivers services to the people of Malaysia. It seeks to improve the convenience, accessibility and quality of interactions with citizens and businesses; simultaneously, it will improve information flows and processes within government to improve the speed and quality of policy development, coordination and enforcement.
The vision of Electronic Government is a vision for government, businesses and citizenry working together for the benefit of Malaysia and all of its citizens. The vision focuses on effectively and efficiently delivering services from the government to the people of Malaysia, enabling the government to become more responsive to the needs of its citizens.
The seven pilot projects of the Electronic Government Flagship Application are as follows;
- Project Monitoring System (SPP II)
- Human Resource Management Information System (HRMIS)
- Generic Office Environment (GOE)
- Electronic Procurement (EP)
- Electronic Services (E-Services)
- Electronic Labour Exchange (ELX)
- E-Syariah
The myGovernment Portal acts as the one-stop source of Malaysian government information and services for the citizens. Visit www.gov.my
[edit] Multipurpose Card
The National Multipurpose Card seeks to develop a single and common platform for a Multipurpose Card (MPC) that will enable the government and private application providers to implement smart card solutions without duplications of effort and investment. Initially, the MPC is implemented through the GMPC and PMPC projects. As a result, MyKad and Bankcard are the products developed for the GMPC and PMPC initiatives.
The objectives of the MPC Flagship Application are:
- To provide the government and payment application, and other future applications on a single MPC platform;
- To provide enhanced services to customers; and
- To enhance security and convenience of existing and new applications delivered on the MPC platform.
MyKad is developed by the National Registration Department (JPN) and private ICT developers that create a common platform for smart card solutions. The card is embedded with a security enhanced 64K microprocessor chip that is multifunctional across varying systems. MyKad applications are:
- National ID.
- Driving License.
- Passport Information.
- Health Information.
- Touch 'n Go.
- MEPS Cash.
- ATM.
- Public Key Infrastructure.
The GMPC project is developed in two phases – the initial pilot roll-out for an estimated population of 2 millions in the Kuala Lumpur, Klang valley and MSC Malaysia area followed by a national roll-out. The project was successfully implemented with the issuance of 2.59 million people in the Klang Valley as of October 2002. As for the national roll-out (NRO), the project will be extended nationwide, targeted for 2005.
As one of the Multimedia Super Corridor Flagship Applications, the development and implementation of the chip based Bankcard began in 2000 with the Malaysian Electronic Payment System (1997) Sdn. Bhd. (MEPS) at the helm working together with domestic banking institutions. Bank Negara Malaysia served as the lead agency whose primary function is to facilitate the implementation. The Bankcard will spur the vision of promoting electronic payment in the country. Initially the Bankcard will contain three payment applications namely:
- ATM.
- e-Debit.
- MEPS Cash.
The use of Bankcard encourages cashless payment transaction for various sectors e.g. retail, vending machines, car parks and transport and closed community to leverage on Bankcard to use MEPS Cash as the mode of payment. It also encourages participation of business venture in undertaking merchant acquiring business.
Under this initiative of implementing multiple payment applications onto a single smart card, the domestic banking institutions pioneered the chip based electronic purse during the Commonwealth Games (SUKOM) in September 1998. The full implementation of the PMPC project (ATM, e-Debit and MEPS Cash) commenced in early 2001. In August 2002, several domestic banking institutions began their pilot rollout by issuing the Bankcard to their staff and the public. On 28 February 2003, the Bankcard was officially launched.
[edit] Smart School
The Malaysian Smart School Flagship was premised on the strong belief that information and communication technology is a key enabler to imparting the learning desire to all. It was implemented on a Pilot basis between 1999 and 2002.
Deemed one of the most forward-looking ICT-mediated learning initiatives in the world, the Smart School Flagship attempts to reinvent the teaching-learning processes.
Since the early 1970s, the Malaysian Government introduced various initiatives to facilitate a wider adoption of ICT to boost capabilities in every field including education. The history of the Smart School Project is rooted in the two-pronged objectives of the flagship, which are:
- To jumpstart the MSC Malaysia towards:
- Building a knowledge-based economy.
- Contributing to the growth of the ICT industry.
- Creating a pool of talent resulting in high-value job creation.
- To prepare the citizens for the information age through an innovative education delivery process.
The Concept Requests for Proposals (CRFP) process was used for the first time ever in the country to establish partnerships between the government of Malaysia and the private sector to help conceptualise plan and implement the Flagship Applications of the Multimedia Super Corridor. In July 1997, the Prime Minister launched the Smart School Flagship Application documents to invite proposals for solutions from the private sector within and outside the country.
[edit] Telehealth
The Telehealth initiative aims to keep people in the ‘wellness’ paradigm, through the seamless availability of health information and virtual health services thus transforming the way healthcare services are delivered and accessed. Definition of Telehealth is a multimedia network linking all players to provide products and services in health care.
The four Telehealth Flagship Application pilot projects are:
- Teleconsultation (TC).
- Mass Customised / Personalised Health Information and Education (MCPHIE).
- Lifetime Health Plan (LHP).
- Continuing Medical Education (CME).
[edit] Partner with MSC Malaysia
The Asian Region is an epitome of how knowledge has been spread through IT. Integrated changes in governance and policies, revolutions of economies, paradigm shifts in education - all there have driven new Asian players into prominence in the global information market.
Malaysia's pro-business government has made IT its social and economic enabler, with MSC Malaysia as its main vehicle. By accelerating access to IT and fostering a culture of lifelong learning and innovation, it exemplifies that the information age is the infinite prism that reflects opportunities of many kinds.
MSC Malaysia is not new to the world. But what the world has not realised is that MSC Malaysia is well-positioned to become one of the region's key IT and multimedia hubs.
When MSC Malaysia was launched in 1996, there were only 94 companies. Eleven years on, there is now 136 companies listed on the MESDAQ of which nearly 40 per cent of them are MSC Malaysia Status Companies. A decade since it's inception, MSC Malaysia has initiated changes in the nation's social, economic and political systems. A convergent, integrated Malaysia is moulded out of a fountain of knowledge and knowledge applications. Out of these, the knowledge economy or k-economy is cultivated
MSC Malaysia's increasingly positive grasp on the world's IT and multimedia markets not only benefits international businesses and their leaders, but also local entrepreneurs and their enterprises. The promotion and projection of MSC Malaysia Status Companies into the Global front has been relentless.
This has resulted in golden opportunities to present home-grown technologies, products and services to regional and global markets. These companies have also been privy to exchanges of a more global scale - through MSC Malaysia they can now venture into the international arena where revolutionary ideas and innovations are constantly introduced.
As Malaysia sits within the new world of developing nations and economic powerhouses, MSC Malaysia instantly provides local and foreign-based investors with ready market access and penetration. In short, MSC Malaysia has the answer to both sides of the business world. To foreign businesses and investors, MSC Malaysia is their optimum IT and multimedia hub of the East, with geographical advantages, supporting policies, comprehensive infrastructure, and others. To Malaysian-based and MSC Malaysia Status Companies, MSC Malaysia is their ticket to the world, taking their IT and multimedia businesses higher, and turning them into a global player.
MSC Malaysia is ever ready to partner you in the new world.
[edit] Best of All Worlds
With a robust ICT industry and one of the world's top ranked Shared Services Outsourcing (SS0) location, it can be easily seen why Malaysia is of the best locations in the world to invest in especially in the ICT industry.
Top international companies including ACS, BMW, DHL, HSBC, IBM, Intel, Motorola, Nokia, Shell, Unisys and many others that have set up their base of regional and global operations here. Malaysia offers high quality cosmopolitan living at affordable cost. Kuala Lumpur, also generally referred to as KL, is a modern, bustling, cosmopolitan capital city. Major business buildings and business centres can be found in KL city as well as other satellite cities.
Lowest wage inflation, highest staff retention rates, a well-educated and multilingual workforce, world-class infrastructures, conducive business environments. It certainly easy to see why Malaysia becomes more and more appealing to invest in. Malaysia is one of the most cost-effective and easiest places to do business. The cost for high-value work activities in the country has always been known as the most competitive in the world.
