[edit] Death Penalty?

Is the fictional character of Michael Cutter really opposed of the death penalty? If I understood "Executioner" correctly, he is actually supporting the death penalty. He does not want to prosecute the doctor who partcipated in the executions, because from his point of view everything was legal (so McCoy did it). And later he does not want to cut a deal with the person who tried to murder the doctor who participated in the executions (so Conny has to convince him to do that). So perhaps it is too much to say that he is a fan of the death penalty (not enough information given on this particular episode), yet he accepts it - in my opinion, he is definitifly not an opponent of it.
