The Jedi High Council is an institution from the Star Wars series of films. The Jedi Council are the strongest members of the Jedi Order and elected to lead the Jedi.
The High Council was a group of twelve wise and powerful Jedi Masters elected to guide the Jedi Order, as well as serve as an advisory body for the Supreme Chancellor (a sage governance). The Council was made up of five lifetime members, four long-term members, and three limited-term members. This organizational structure had evolved from the earlier assemblies of Jedi Masters, and during the Great Hyperspace War may have been nothing more than an "inner circle" within the assembly. The Council originally had no set meeting place, and met irregularly on planets such as Ossus, Alderaan, and Chandrila. With the relocation of the Order from Ossus to Coruscant, the Council was established on that world.
The members of the Jedi Council alone chose promising Jedi to join them. No outside body attempted to appoint a member to the Council against its wishes until the Revenge of the Sith, when Supreme Chancellor Palpatine appointed Anakin Skywalker to the Council.

[edit] Ancient Jedi Order
The earliest known Jedi Council was around 3,965 BBY. Conversations between Bastila Shan and Carth Onasi imply that there was a Jedi Council preceding the "Jedi Civil War era" council.
During the Mandalorian Wars and the Jedi Civil War, the Jedi High Council included the following members:
Master Zez-Kai Ell, Master Kavar, and Master Vrook were killed by Darth Traya in the rebuilt Jedi Enclave on Dantooine. Master Lonna Vash was killed by Sith Lord Darth Sion in the Sith Academy on Korriban. The whereabouts of Atris were lost after the second destruction of Malachor V.

The Jedi High Council, during this time, was the group of twelve wise and powerful Jedi Masters elected to guide the Jedi, as well as serve as an advisory body for the Chancellors of the Galactic Republic (a sage governance). The council was made up of five lifetime members (two of them senior), four long-term members, and three limited-term members.
These Jedi presided over the order during its twilight years. This chart does not include Masters Tor Difusal, Jocasta Nu, T'un, Sifo Dyas, and Thame Cerulian, all of whom sat on the council decades before 44 BBY.

Tyvokka was killed during the Stark Hyperspace War and Micah Giett was killed during an uprising on Yinchorr. Yarael Poof sacrificed himself to save Coruscant from the Annoo-Dat terrorist General Ashaar Khorda, and Yaddle died saving the population of Mawan from a dihexalon gas weapon launched by Sith cultist Granta Omega.
[edit] Clone Wars
The Clone Wars (22-19 BBY) were a terrible time for the galaxy and the Jedi in particular, as several of their greatest were killed over the course of those three bloody years. Coleman Trebor was killed by Jango Fett during the Battle of Geonosis, and Eeth Koth perished when his gunship was shot down during withdrawal from that world. Depa Billaba fell to the dark side on Haruun Kal, and Oppo Rancisis was murdered on the planet Saleucami by the Dark Jedi Sora Bulq. Adi Gallia was killed by General Grievous on Boz Pity.
[edit] Jedi Purge
Kit Fisto, Agen Kolar, and Saesee Tiin, were all struck down in battle with Emperor Palpatine. Mace Windu having defeated Palpatine was betrayed by Anakin Skywalker. With his lightsaber arm gone, he was destroyed by Palpatine, who used the Force to fling him out a window. Anakin Skywalker fell to the Dark Side and became Darth Vader, then led an attack on the Jedi Temple. Following the issue of the Emperor's Order 66, Ki-Adi-Mundi, Stass Allie, Aayla Secura and Plo Koon were murdered by the Emperor's forces on various planets. Obi-Wan Kenobi went into hiding on Tatooine and was killed by Darth Vader nineteen years later. Four years after that, Yoda died on Dagobah over 900 years old. Shaak Ti was killed by General Greivous in a deleted scene.
[edit] New Jedi Order
In 28 ABY, Luke Skywalker re-established the Jedi Council as part of his New Jedi Order. The most notable difference between the format of that new council and that of the old is the fact that only half of the council was made up of Jedi, while the other half consisted of politicians. Following the Yuuzhan Vong War, the Jedi withdrew their support from any one political entity and relocated to Ossus, where a full Jedi Council was re-established. As of 35 ABY, the newly established Masters' Council apparently consisted of:

Though all Jedi were ultimately answerable to the Jedi Temple's High Council, some individual planets maintained their own lesser councils to oversee the training of Jedi at those worlds' Jedi Enclaves, or praxeums.
