This article is supposed to be, "Chai Xianghua", because her given name is "Chai", and her name is "Xianghua". --PJ Pete

No. Wikipedia's naming policy states that an article name is supposed to represent whatever title the subject is most known by. The layman wouldn't know that Xianghua's surname is "Chai" and, likely, wouldn't type that in to find the character. Therefore, this name is the most appropriate.
