[edit] Text for editing/merging

Xalapa-EnrĂquez is the state capital of Veracruz, located 320 km. from Mexico City, 15 km. from Coatepec, and 110 km from the port of Veracruz.

[edit] Nahuatl speelings

I do not think we can actually apply modern Nahuatl rules to old Nahuatl names like Xalapa. Mainly after the Castellanization of the name. Keeping the concrete word like "Xalli" and "Apan" would be the best and more balanced thing to do.

[edit] Nahuatl spellings

The Nahuatl spellings with a double l are wrong if the etymology offered is right. The stem xal 'sand' has only one l. The "absolutive" form xalli has a double l because the second l is from the suffix (which is tli after other consonants). Thus xal-a-pan is 'sand-water-place' is correct, not *xall-a-pan. If the name comes from xal-lan 'sand-place' (the suffix appears as -tlan after other consonants), the 'l' would be double, but then the non-appearance of the n would have to be explained, as well as (less critically) the doubled locative. Anyway, I'm fixing the spellings.
