I found dozens of sites with the exact phrase in this article, but absolutely no other information. This, along with the lack of a source for this article's information, causes me to doubt this instrument's existence.

Aside from the issues with verification and improper style, I think the grammar issues are severe enough to warrant a separate mention. It is very difficult for me to determine what is meant by "that allow establishing," "conical straight tube," and the distinction among "signal, song, dancing, and dance." The description of the instrument is ambiguous because of this. I don't think I can do much to fix this, though, as I am neither familiar with the instrument itself nor with Russian.
