Maybe merge, then just make an article for "Victor, New York"

STRONG Do Not Merge. The village and town are two distinct entities. They just happen to have the same name. Each has its own separate government, history, and statistics. Each is also recognized independently in census data. The village of Fairport, New York is in the town of Perinton, New York, yet we would not think of merging the two in the same article. A similar situation also exists for the village of Pittsford (village), New York and the town of Pittsford (town), New York and these are two separate Wikipedia articles. And there are many other situations with separate articles. Truthanado 15:49, 7 July 2007 (UTC)

Definitely not merge; as noted above, it's a distinct governmental body. Nyttend 03:53, 1 December 2007 (UTC)
