While J.M. Flagg's WWI poster and that use of the image could be considered of High ot Top importance as an aspect of "national identity", the extreamly derivitive comic book character is not.
Overall the character is not associated with universally comics and within comics this character's use has been minor. — J Greb 18:26, 13 January 2007 (UTC)

First off, as per the last time this article went up and down, Net had put forth a cultural reason for the article to be rated "Mid".
At the time, and looking back at it, his suggestion made some sense, the connection to the poster and editorial cartoons does give the character a slightly better importance than other 3rd-tier characters created in the 1940s.
And then there is their Vertigo prestige 2 parter, the recently finished Freedom Fighters limited series, and the upcoming on going sequel.
At worst, these uses and the connotation/connection to the original source, justify rating the article's subject matter ad "Mid", even if barley.
Second, and this does reflect on a lot of Net's recent ratings batch, this does not rely on a criteria that would upgrade all character more than "X" years old, regardless of actual usage since the first story was published. In this case, yes, the Quality character first appeared in 1940, but it was only around for 4 years. Nothing was published using it until `73. After that point the character has had sporadic use. Of the 60+years from 1st use, the character has about 25 to 30 years worth of stories, if that.

- Actually disgarding the publishing years, and specifically the number of incidences throughout the years said character has been involved in various contemporary series, seems to differentiate this character from...say...Bozo the Robot or Quality Comics Black Widow...which have definitely had a low impact as they haven't been reintroduced. Mid seems to be the best "middle ground" rather than lumping these characters with obscure characters. Regards.Netkinetic (t/c/@) 14:58, 14 July 2007 (UTC)
