According to Jane Harrison, Prolegomena to the Study of Greek Religion, Zemelô is a Phrygian term taken from a Phrygian inscription:

de diôs Zemelô
me Zemelô ke deos
deos ke Zem(elô)
me Zemelô.

Harrison agrees it is a Phrygian form of Semele, but it is not attested as Thracian, AFAIK. Alexander 007 19:14, 15 July 2005 (UTC)

Seltman claims that Dionysus was a Thracian god, appealing to his mother, Semele, "a name almost certainly taken from Thraco-Phrygian religion, because in the language of that region the word ‘Zemelo’ meant Earth. In fact, she was an earth-goddess whose cult must have come to Bœotian Thebes with that of her son, and there been built into local legend."

I'm 99% certain those are variant theonyms for the same Thracian goddess, though I don't have a quote available that specifically says so. Alexander 007 19:32, 15 July 2005 (UTC)
