The Tickle Feather Machine is an episode on Underdog.

As everyone knows, Simon Bar Sinister is the most wicked man in the world and he desires to rule the world, but each time, Underdog stopped his sinister plans. The narrator then makes reference to Simon's previous failed inventions. One time, he created Shrinking Water, a chemical that shrinks its victims to the size of Simon's thumb, but Underdog stopped Simon before he could shrink everyone in the world. Still another time, he built a Weather Machine, a device used to distort the Earth's weather patterns, but before he could use it to destroy the Earth, Underdog stopped him. Then, he built a Snow Gun, which turned the citizens into snowmen and snowwomen, but as usual, Underdog foiled his plan. Next, he created the Forget-Me-Net, but Underdog stopped Simon before he could use a giant Forget-Me-Net on Washington, D.C..

Simon and Cad are thinking of a better way to rule the world, and they have it-- Simon and Cad spot election posters all over the city. Simon plans to elect himself dictator. Everywhere in the city, Simon and Cad removed old posters and replaced them with Simon's campaign posters. Then, Simon and Cad go door-to-door encouraging the good citizens to vote, but Simon and Cad quickly discover nobody would vote for him, so in order for Simon to be elected dictator, he and Cad must vote for Simon themselves, and think of a plan to prevent others from voting.

Simon builds a voting booth and tests his diabolical machines on Cad, but none of them work. Meanwhile, Underdog is stopping the Leaning Tower of Pisa from crashing, but Sweet Polly informs him of Simon's sinister plan. Underdog tells Polly to let Simon rave and gloat, but he isn't going to get a single vote. But Sweet Polly asks him, "What if he uses one of his diabolical machines?" Simon had built a Tickle Feather Machine and the Tickle Feather test is a success.

Simon and Cad use the Tickle Feather Machine on the citizens of the city. Sweet Polly, while interviewing voters, discovers this and informs Underdog of what's going on, but Underdog tells her that Simon can't shoot all the voters. Simon goes into Mass Production and dumps his Tickle Feathers on the country's citizens. After Underdog stops the Leaning Tower from crashing, Sweet Polly apprises Underdog of Simon's plan. Underdog and Polly return to the U.S. to stop Simon and Cad from casting the votes, but Simon uses his Tickle Feathers on Underdog and Polly!

Underdog is tickled into submission and Simon and Cad cast the votes. Simon frees a banker, a carpenter, a chef and Sweet Polly from their state of laughter. Simon orders the banker to bring him all the money in the bank, Simon orders the carpenter to build him a great palace, Simon orders the chef to make him the most marvelous meals in the world, and Sweet Polly is ordered to entertain Simon. Underdog frees himself from his state of laughter and tells Sweet Polly that Simon wasn't elected-- Simon and Cad weren't registered to vote. Simon's plan to conquer the world fails once again and is tickled by his machine. Underdog blows the Tickle Feathers of the face of the Earth with his Atomic Breath.
