Simon shrinks Underdog and traps him with Sweet Polly. Underdog and Polly break out of their prison by bending the bars. Meanwhile, Simon is going much too slow with the Squirting Flower, so he decides to use his Rainmaking Machine to make it rain shrinking water on the city's citizens.

Simon activates his Rainmaking Machine and the machine shrinks everyone in the city, all except Cad, who Simon shrinks with his Squirting Flower.
