A U.S. ambassador (Robert Mitchum) travels to Israel during attempted peace agreements with Palestinians that are being deterred by a security advisor (Rock Hudson). The ambassador's wife (Ellen Burstyn) enters an affair with a PLO leader. Others seek hush money from the ambassador about news of the affair, but the ambassador refuses, leading to a chain of events.
