TeXCAD is a GPL drawing application that supports LaTeX. It may or may not be useful to anyone wishing to create LaTeX {pictures}.
The drawings are rendered in LaTeX {picture} environment. These montages can be included in ordinary LaTeX documents.
TeXCAD doesn't use TeX internally to render it is only semi-WYSIWIG. Where the end document is to be rendered in CM10 and CM12 this may not be too much of a restriction.
The current version supports text labels, curves, boxes, and a few more.
It is available for most desktop platforms (including Windows, Linux, Mac).
