Screenshot from Superman and the Mole Men, a film which was effectively the pilot for the TV series Adventures of Superman; cropped-and scaled down from the original screen-capture. It is nearly identical to a publicity still that was taken during that scene and used as the basis for a poster about the film. It is from the last piece of film in the picture, just before fade-out.
