Although I don't have a date, this would pretty well indicate that France has established diplomatic relations with Montenegro, as you don't have an embassy or a resident diplomatic envoy, regardless of rank, in a state with which you do not have official relations.

[edit] Turkey and the Diplomatic Missions by Country articles

A comprimise which I have suggested to some Turkish wikipedians, and is probably the most sensible option, is for us to organise countries to continents according to the United Nations Geoscheme. All Middle East countries, Cyprus, Turkey, Central Asia and Caucusus countries would be listed as "Asia". This practice is consistent with the airline articles.
