- the 1811/1812 earthquake caused the redirection of the Mississippi
- the town lies on the Western/Arkansas Side of the river after that
- the border was set in 1836 as the middle of the river at that time

so how is it that the the town is in Tennessee?
is the border actually the path of the river pre-1811?

You are right, the date in the article was wrong. according to the source, in 1836 Arkansas was admitted to the Union. The boundary, according to the source, was established in 1795. It did not make much sense with the dates that were mentioned in the article.
