I have not been able to find out who made the decision to sieze Jehol or what events immediately led up to it. I suppose the decision was made by Japanese army officers in China, but perhaps by the general staff in Tokyo, or much less likely by the Japanese cabinet. Any information would be appreciated. This was one of the major events in Japan's march into the second world war. Alrees
