Urban Sprawl needs to be added as one of the issues as this is done extensivly.

- It's not? Ask anyone about the Waterloo moraine and they may say otherwise. As the country's 4th densest CMA http://www12.statcan.ca/english/census06/data/popdwell/Table.cfm?T=205&SR=1&S=10&O=D&RPP=33 there are obviously debates about outwards vs upwards. On the, uh, contrary, as a small geographical area any sprawl is magnified.

There are almost no citations, with entire sections having none.
These sentences seem to be speculation and off target: "As house prices in the Toronto area increase, Waterloo Region is increasingly becoming an attractive area to reside in." Is that really the main reason - is it not due to local growing employers such as RIM, the universities etc.? Would people worried about house prices in Toronto not stay in Mississauga, Oakville, Brampton, Oshawa etc. blah blah?
"This, among other factors, has made new residential construction rates very high;" -- Citation please. Houses for 160,00 $CDN are high? Compared to what?
