Please check your facts regarding Puteo, as the information presented is very inaccurate. First off, the population is grossly understated. Most importantly, Puteo is not the "third-world" of Shanghai or anywhere else. Indeed, Puteo boasts 100+ skyscrapers constructed just during the last decade. Newly constructed Puteo residences sell for up to 15,000 CNY (US $1,850) per square meter. Modern highways and subways serve the area. The article also states that old apartments do not house large numbers of people in other districts, which is untrue. While Shanghai is seeing a building boom, older apartments still house millions city-wide.

"Putuo District (普陀区) of Shanghai has a land area of 54.83 km2 and a population of 834,500 as of 2001. It is the "third-world" of Shanghai. The streets are crowded, and traffic conditions are in need of improvement, and old apartments, unlike in other districts, continue to house large numbers of people. The Shanghai West Train Station is in Putuo District."
