[edit] Citations needed; unfounded statements
First off, I'm not sure I understand this sentence:
As important as the federal aid programs that apply to needy Puerto Ricans are the federal programs that do not apply or only apply partially to otherwise-qualified residents of Puerto Rico.
Does it make sense at all? Is it not saying that Puerto Ricans are needy? Isn't it trying to say that federal aid programs are important to Puerto Ricans who need them? At any rate, it seems more like an opinion and I don't understand the point it's trying to make.
Also, the rest of the "Inapplicable federal programs" area does not have any citations and they really should since it's throwing in numbers and facts that seem, to me at least, more like opinions. --Madgirl 15 (talk) 07:17, 5 January 2008 (UTC)
