How can the Town of Plattsburgh, which has a total population of 11,190, contain the City of Plattsburgh, which has a population of 18,816? MK 05:10, 10 Sep 2004 (UTC)

I was about to ask the very same question, MK -- but I see that you too have already been puzzled by this strange anomaly in the space-time continuum. Was Dr Who's TARDIS perhaps manufactured in Plattsburgh? -- Picapica 16:05, 20 Sep 2004 (UTC)
While the town contains the city, the city is legally not part of the town. (That's what distinguishes a city from a village in New York.) Thus, the town's population excludes the city's. (Compare Connecticut, where every city is part of a town of the same name, although only Groton is smaller than its town.) There is also the difficulty of the Census's on-again-off-again recognition of the very fact of towns in the northeast. 18.26.0.18 04:37, 10 Jan 2005 (UTC)

What's written above isn't exactly true. When the article says "contains," it is meant that the Town of Plattsburgh surrounds the City. If you were to look at a map, you would see this fact. The Town and the City are totally different. Though they are both named "Plattsburgh," they have no actual legal connect.
