no they aren't.

Some package are prohibited in certain countries such as the US. However, they aren't in all the others. If you plan to distribute you distibution all over the world, you cannot put those packages in your official repositories. Then, people that are allowed to install it cannot access to it.

What they do is provide repositories with which the people (e.g. the non US citizens) that are allowed to do so can install let's say the multimedia codecs easily.
