Request reason: "I'm going to re-request unblocking, because I think the above request was not interpreted as I'd intended. I'm not appealing the user ban which, after reading WP:U I agree was probably fair enough. What I'm appealing is the associated "prevent account creation" and and IP address ban. My interpretation of the policy is that this should only be done for "obviously disruptive" usernames, which I believe this was not. From the policy, "Disruptive usernames include outright trolling or personal attacks, or otherwise show a clear intent to disrupt Wikipedia." Thanks for your (re-)consideration. - (EC) Actually, I've unblocked and reblocked but leaving account creation open this time, on the presumption that OSPMUTL wants to create a new account, not go through a name change with this one (there appear to be no substantive contributions under this account worth salvaging). My posting of the review template was edit conflicted with Jayron. You're free to either request a name change of this account, or start a brand new one. The latter is probably easier.
