The article simply describes the work of an important 25 year old institution in the Latino community in the United States like any other institution. It is a nonprofit civil rights organization and it is written in a similar style to entries for similar organizations in Wikipedia, like the NAACP, etc. Also, please note that none of the publications or services listed are for sale of fee --- all are available for free. Could someone be more specific about how this is advertising or biased so we can make revisions?

I removed the POV tag because it seems covered by the Advertisement tag. Is this correct?

With the editorial changes made, I think the Advertisement tag can be removed.
