You are working in a good way on this article. In terms of content, I am satisfied with the scope of this article. I think you could help a reader understand you better if you provided a few examples of the methods you describe. For instance, what do road designers do when they are using just the "empirical method"?
I also think you could clarify the meaning of "Mechanistic-Empirical" if you gave some attention to the root words... Empirical, I guess, means that this design method is based on data. What does the "Mechanistic" part mean? That it is based on theoretical mechanics? Is there such a thing as "Mechanistic-Only Design"? Or are there only two -- Mechanistic-Empirical and Empirical?
Also, to avoid ambiguity, when you say "The design method relates the design inputs such as traffic", you should specific "The Mechanistic-Empirical design method...."
I have a few comments on writing style.
- I think you overuse the word "the". For example, just say "Mechanistic-Empirical Design", not "The Mechanistic-Empirical Design". Of, if you are using "the", add "method" at the end, as in "The Mechanistic-Empirical Design Method".
- Some of your sentences are difficult to follow because they are very long. Can you divide any of these sentences?
- Each section should begin with a general topic statement. The headings are not topic statements. The section on "Proceudre (sp) and Design Criteria" starts abruptly ... I don't understand what is the topic and purpose of this paragraph.
