I have merged the "Minister for Health & Children" and "Minister for Health" articles as:
- they were orginally one article in any case,
- the 1997 changes were the renaming of the title only and did not create a new ministerial position,
- we do not need to complicate wikipedia by pretending its anything but such, redirects to new titles is sufficent.
