Hello and welcome again to Wikipedia. Regarding the article Rugby Road, I applaud your ambition in creating an whole new article, but because of your lack of editing experience, the article has quite a few issues to be addressed.

First, the article lead needs to set out a clear and basic description of what Rugby Road is why it is notable. Secondly, the article failed substantially to meet Wikipedia's manual of style guidelines for formating; I'm made at stab at correcting the most egregious of these problems but some issues may still remain. Finally, the article is a bit long and rambling, trying to cover too many subjects in too much depth; i.e. UVA's School of Architecture is probably deserving of its own article - that much coverage in an article about a street or neighborhood is inappropriate, particularly as the section itself devotes half the text to one faculty member, Maurice Cox, who, at the amount of coverage, is likely notable enough for his own article.
