Karachi, Pakistan does not have many skyscrapers due to a low Floor Area Ratio. Most of the high rise buildings are in the southern portion of the city, where space is at a premium. Permission to construct taller buildings is usually denied due to governmental concerns over the stress on the infrastructure. A building above 24 meters is classified as a high-rise.
