Are you sure of the difference betweeen system A and B. I do not know about river but entering a sea port in Italy yuo should keep red ligh at left and green light at righ (you should enter keeping the color to the same side of the boat where the light of that color is present). This the only reasonable rules. In the opposite way you would think that a bout caming in the opposit direction toward you to be the entrance of the harbour (or the region of the channel you have to use) resultining in a collision.
