Julius Richmond

Julius Richmond is a former Vice Admiral in the United States Public Health Service Commissioned Corps. He served as the United States Assistant Secretary for Health and the United States Surgeon General from 1977 to 1981. Beginning in 1965, Dr. Richmond implemented Project Head Start, an influential early childhood enrichment program.

He was born on September 26, 1916 in Chicago, Illinois. He received his B.S. from the University of Illinois at Urbana-Champaign, an M.S. in Physiology, and his M.D. from the University of Illinois College of Medicine in Chicago. He volunteered for the Army Air Corps from 1942-46.

Dr. Richmond is now an emeritus professor of Social Medicine at Harvard Medical School.
