[edit] Non-departmental public body
I see the point you are trying to make. However, all "public bodies" are indeed non-departmental (this is principally what characterises them). Unfortunately the classification review was never completed so there are miscellaneous bodies listed in the directory. I think it would be wrong to omit them for semantic reasons. The wider range of "public bodies" would include the thousands of other government-funded organisations in local areas (eg. university boards of governors) which this article does not address.
