From the article,

"He got an inadvertent assist from the Texas legislature, which left a heavily Republican section of San Antonio in the 23rd while carving the new 28th district out of much of the 23rd's territory."

I edited this sentence to have a more neutral tone, the use of "inadvertent" implies lack of deliberateness on the part of the Republian redistricting. I feel that the following sentence fixes this, without necessarily judging the redistricting. "He got" is also very informal.

"He benefited from the 2003 redistricting by the Texas legislature, which left a heavily Republican section of San Antonio in the 23rd while carving the new 28th district out of much of the 23rd's territory."
