Harro Magnussen (May 14, 1861-November 3, 1908) was a German sculptor from Hamburg, Germany. Magnussen was the son of graphic artist Christian Carl Magnussen, and received his early training in drawing and wood carving from his father. In 1882 Magnussen enrolled in the Munich Academy where he studied painting. From 1888 worked in the Berlin studio of sculptor Reinhold Begas, where he made significant contributions to the Kaiser Wilhelm National Monument in Berlin, and the Albrecht von Roon monument, now in the Berlin Zoo.
