[edit] US Army Portal
Hal, I agree with your idea for a US Army Portal but it may be a bit more difficult these days to get it up and running. There is a small crew of people who run the Portal request page and they have already tried to delete the USMC portal for being to narrow no matter how active it is. That attempt was only defeated by a questionable call to arms of like minded wikipedians by myself. If you do decide to create it make sure you let others know so they can protect it when the wrong people come around to delete it. Also, the Portals are easy to create but it is a fair amount of work to keep it up and running so I wouldn't go down this path unless you have 2 or 3 editors willing to take the time to keep it up and running. - After some investigation it seems that the Portal police were put in there place as seen here Wikipedia:Village_pump_(policy)#Portal_approval_process_counter_to_Wikipedia.27s_aims.3F.
