I've added a few tags, {{tone}}, {{outdated}} and {{references}}. The article's overall tone, while certainly professional and well presented, reads more like an essay than an encyclopedia. The majority of the data is from June 1990, and while it is absolutely wonderful that we were able to get it from a public domain resource, it's outdated.
