So why, then, does your POV version of the article capture, in essence, everything that is already in certified first responder? Oh wait. I know. It's because you can't stand to have something that isn't slanted toward your POV.
For the record, too, FEMA is not an NGO. FEMA is part of the government. Or did you want to distance their ineptitude from your precious Republican administration?--chris.lawson 16:49, 25 September 2005 (UTC)

The first person to respond, regardless of training, is "first on scene". --Una Smith (talk) 13:45, 27 March 2008 (UTC)
