It's a painting of Emperor Guangwu of Han but not Emperor Wen. The writing at the right-top corner is "○○武皇帝劉秀", means "Liu Xiu, Emperor Guangwu of Han"(The character "Han"(漢) and "Guang"(光) are not shown).
