Ruark was initially appointed State's Attorney for Wicomico County in February, 1989. A member of the Democratic Party, he has subsequently been elected on four separate occasions, without opposition.

As State's Attorney, Ruark has personally prosecuted many high profile cases, including death penalty cases. He is one of the few remaining State's Attorneys in Maryland to currently have an inmate on the state's Death Row, which presently has 6 members. Other high profile cases that he has prosecuted include the drunk driving case involving Michael Phelps[1], an Olympic gold medalist.

[edit] DUI Arrest

On Friday, February 22, 2008, at 9:40 p.m., Ruark was arrested in Ocean City, MD for driving under the influence[3]. He was later charged with possession of a handgun while under the influence[4]. It was Ruark's first drunken driving arrest, and court records show no other run-ins with the law. As a result, he announced he would take a 30 to 40 day leave of absence and not personally prosecute any traffic, alcohol, or substance abuse cases.
