David Ayre was a Canadian Security Intelligence Service agent involved in the lead-up to the 1985 Air India bombing. Together with Raymond Kobzey he was widely considered to have lost, failed to secure, or destroyed crucial tapes needed to implicate Talwinder Singh Parmar.[1]
Together with Wayne Douglas of the Royal Canadian Mounted Police (RCMP), Ayre had originally questioned liquor store employee Harmail Singh Grewal who had agreed to testify about a potential Sikh bombing in exchange for a plea bargain on his unrelated theft and fraud charges.[2]
